Can I charge a flat fee rather than hourly?

Yes. A pay-for-access retainer bills the same amount each period regardless of hours. Quivva still tracks the time, so you can see what you are effectively earning per hour.

What if the hours are not tied to income at all?

They are still tied to your capacity. Quivva counts them against your available hours so your weekly planning stays honest, even when the money is fixed.
